Quick Question about Stone Keeper's Shards

I already bought the heirloom shoulders for my alts. I'm not really into huge mounts. I really can't find much else to buy with the shards. I was just hoping the conversion rate was going down. I guess I can just wait and see to make sure.

Those items say bind on account.. Does that mean you can make a toon on another server and have them to use? Also, you can buy all those gems and stuff with shards so if you plan on pvping the gems and enchants are nice.
