Well if you have an experience bar addon, which shows exactly how much rested experience you have as a numerical value and percentage, its very noticeable.
You gain a maximum of 1.50 levels of rested and it takes a week for you to accrue this amount from nothing; therefore we accumulate rested as a percentage of the total needed to level.

As you increase in levels, the percentage of your rested experience in relation to the experience needed to level goes down. The addon shows you still have (example: 21,234 rested), but that is no longer (example: 12% of a level) if you gain a bunch of levels. You still have the 21k rested, but that's a much smaller amount of the new level then it was at the start of the playing session.

If you don't believe me, its pretty easy to test out.

quickly... rested exp is gained (inside inns/cities) at a rate of one bar every 8 hours. so to have max rested exp available to you, you'll need to park your character at an inn for 10 days.

I suppose it's possible that I am sorely mistaken because I only observed my bars, but I never in 4 years of playing noticed a decline in my rest percentage from anything other than killing mobs. Maybe it doesn't help that you need almost the same amount per level from 70-80, and I guess the change is small from level to level in most cases to begin with. Apologies if I am wrong about this. The next character who reaches 70, I will keep a closer eye on their bars because if you're right I should lose a boatload of rest bars at that juncture due to how much more you need to hit 71.

Until getting RAF, I never noticed this either. Mainly because without RAF we level at a much slower pace.
With RAF and boosting, I've gone from 20th to 40th in a single playing session; it becomes a lot more noticeable.

You know what else keeps your Rest Bonus from burning up? KIDS!!!
I've had Rest Bonus since level 20. :S
Yeah, it's not really the kids though, its the homework. Stupid teachers and school. If they didn't have school and homework we could play more and burn through that rest.
Wait a minute..are YOU doing your kids homework????

My kids are too young for homework..but I can't wait until they get some because that should free up my time! :P
