For PVE yes. However, why do you need resilience in PVE?

Regardless, Elemental Shaman have 17% hit to make up on a raid boss, that's 446 hit to get capped. Every 1% is 26.23 hit. So by not skipping the +hit talent you save yourself 75 hit, no raiding shaman is going to skip that.

The cap in PVP is 4%, so 105 hit. So, you can either take 3 points out of thundering strikes and put them into the hit talent and get the same benefit and gear for crit, which is more natural than hit. The logic being, hit has a cap, crit does not. It's far easier to talent for things with a cap, than things without. But do what you will, adding hit on gear with resilience is just silly, for maybe, any class but a lock.
