Well that was phrased badly. What are they going for, do you think - "should only be granted / everyone in the group" or "should be granted / anyone in the group"? Because the sentence as phrased is crap.

If the experience is not trivial to ANYONE in the group, bonus experience should be granted TO THOSE WHO QUALIFY. (i.e. those who are otherwise RAF linked and eligible)

This means, if you're grouped with someone of significantly higher level than the encounter -- EVEN IF THEY ARE NOT RAF'ed TO YOU -- you should not get your RAF bonus XP.
