    Default Elemental shaman stat priority

Inspired by this thread - what do you consider a better secondary stat for PvE - crit or haste? (assuming +hit capped)

Since lava burst is guaranteed to crit, it doesn't take advantage of +crit, which also goes for FS ticks. Since burst is also on a fixed CD, it suffers from less advantage of haste as well. The question is what it more of an advantage, +haste or +crit. I'll probably need to do some number crunching, but my preliminary thoughts:

LB benefits fully from haste, FS partially (subject to GCD), CL and lava burst only marginally (cast time, but fixed CD).

LB and CL benefits fully from crit, FS partially (only initial application), and lava burst not at all.

Our primary stat is spellpower, without a question, but give the choice between an item with +spellpower +haste and one with +spellpower +crit, what do you choose?

personally, I'd go with crit. Shaman multiboxing in PvP i all about the burst and not the sustained damage. A bit of haste isnt going to give enough spike in pvp for pvp healers to get scared where 4x large lightning bolt crits followed by lava bursts will.

My lightning botls are critting for 4.5k. and lava burst is going for 5 to 5.5k. its a bit disgusting.

edit: from thread "SimulationCraft generated the following scale factors (T7 level, Chaotic Meta, No set bonuses)" So as you can see haste has lowest rating. This has not been updated in some while though, so values may have changed, but considering the new upcoming changes I would bet that only spellpower will jump massivelly in value.

editx2: this list I assume is valued for raiding as primary stat allocation. Also haste and crit are so close in value to each other that the best advice is "Pick the item with the most overall gain"
i.e. 87 SP 35 haste helm vs 87 sp 45 crit helm... take the crit helm, etc.

Well, Lava Burst does not benefit from haste or crit, unless you cast it without a Flame Shock on the mob; the cooldown is fixed and it should auto-crit.
Flame Shock is an instant cast and a dot, so the initial hit can crit but haste does not help it either.

Our other shocks gain nothing from haste, but crit can help them a bit.

Lightning should be about half our damage. These spells benefit from both crit and haste, although certain percentages of haste are bad to be in, due to our optimal dps rotation.
Binkenstein has worked out ranges of haste to avoid (note, in a raid haste is not consistent, drums - bloodlust/heroism and other effects can change it):

    18.75% - 20.20%
    25.00% - 26.45%
    37.55% - 39.00%
    43.75% - 44.90%

As far as our spell arsenal, our priority should be hit (#1), spell power (#2), then we no longer have anything which helps all our spells.
I'd personally value crit over haste, but there's a lot more haste gear out there.
If your haste gear with typical (raid) buffs does not put you in the above ranges, haste is good. If it does put you in those ranges, you're better off banking the piece then wearing it, until you get enough other pieces to not be in those haste ranges.
As far as item points go and item points per item level, Hit > Spell Power > Crit > Haste.
As in, if an item level 50 had one stat on it and nothing else, all hit would be a bigger benefit then all crit on one piece at the same item level.
So if your gear is from heroics, and your best choices are 20 hit rating or 20 crit rating, the hit rating will increase your dps more (until hit capped), etc.
