Scavenging[/url] " and it says that you have to be level 77 to obtain the quest. It doesn't say however what skill level you need. It clearly is not skill level 1 as I just tried it on one of my shamans.
This recipe dropped for me somewhere or another. Once my tailor learned it it was able to do extra looting to get more cloth. I was at level 71 I think. Maybe 72. This comes in handy. If you sell the cloth it can net you an extra 50 or 60g for the quest.
