Totem of Wrath debuffs the mob, increasing the chance it will be critically hit by 3%. This stacks with every other crit enhancer in the game.

Except, you know, Heart of the Crusader. Oh, and Master Poisoner. So...no, totally false.

The new mechanic follows a very simple rule - buffs and debuffs that do the same thing do not stack, with the only exception being if it can explicilty stack charges (like Winter's Chill). Which is a different mechanic anyway, since the buff/debuff is balanced around a completed "stack" and the point is to make it take longer to apply.
