Paid Character Transfer Question

Ok I have 3 Level 60's at the moment from Refer-a-Friend program that I dont have time to play with, My Question is If My Account Expires, Can I still move My Characters to My other account? Cuz I dont really want to spend $75.. I just want to move My Mage to be my farmer for my main.

I think it's ok transfer from an inactive account. I went into account management with an old account that hasn't been active since '05 and I was able to go through up to the enter payment details page without problems.
