I think it's 29 per character. But note that expansion levels don't count...and I think passing 59 or 60 on the invitee account actually ends RAF prematurely.
29 per character for levels 3-60.
Leveling to 61 doesn't end anything except those CHARACTERS benefits of XP / Summoning each other.
