as long as the modifications are done to the sanctioned internal files of the game.
Anything with in the Addons folder is considered fair game
Graphics files, and sound files are fair games. Changing files that are not sanctioned is "I believe" what they are speaking of here. ex: the wow.exe, dll's etc
