A minor thing, but I don't believe the city bosses are really level 83. Skull mobs, specifically boss mobs, are always treated as if they are 3 levels above a player for hit table purposes. Pre patch a mob 3 levels higher could crush you, but instead of removing crushing from the game, they just changed it to 4 levels for a crush. While the bosses do have a real level behind the scenes, which is what their HP and damage is based on, they should be just as hard to hit as a boss in SSC or BT. You can see this in action by going back to MC and checking your hit and avoidance rates on those bosses.
All that said, its possible they have just flat out changed everything, but this is the way I have always understood how boss mobs worked. Anyone have any hard data on this?
