It would require rewriting some of the game files. And it would only work client-side. But I do believe it goes against Blizzard's Policies.

Wow well that sucks >< my friend is color blind and has a really hard time seeing the red >< so I guess I cant help out >< but thanks for the response

I would really recommend putting something on the suggestion forums on the wow homepage.
Seems like a reasonable request, could be added to a future patch, you never know

There are addons for this. usually tied to tooltip addons.
I think TinyTooltip did this, but bot quite sure.
Go to an UI site and do some searchiing.
