Just the other day I saw a multiboxer with 3 bright wizards in TA. I could tell it was a multiboxer right away because I'm a boxer myself in WoW. So I tried to knock them into the lava as much as possible. The boxer did cause a little trouble but we won and I am full-time sword-and-board tank maybe that helped.
I have two accounts myself but as early as T1 I realise boxing probably isn't worth it because there is so much stuff going on in a battle I do not think I can manage boxing as easily as in WoW.
About the CD 'bug', it is -probably- not a bug. Maybe Mythic is trying to make the game like a FPS for realism so you have to avoid being in the way of your teammates.
I suppose you can still two shot people in WAR but it will be harder than in WoW. The major difference between WoW and WAR I think is that sword-and-board tanks are very good in PvP. Tanks have ways to protect squishies, and squishies are really squishy they need tanks to protect them. I play a Black Orc and skills like 'hold the line', 'quit yer squabblin'' etc can boost your teammates defense. At level 30+ we get an AoE root and if we spec for tanking we can have a rank 4 morale ability that gives your teammates 200 AP and a shield that absorbs 1500 damage (I presume it's kinda like a mass bubble that scales with level). At the moment there is basically no reward for tanking, most tanks just use a 2h when a few of the tanking abilities require a shield. But if Mythic changes things a bit in the future with regards to renown and more tanks are really tanking with a shield it can make things difficult for caster-based multiboxers. Also tanks have an ability that gets them out of snares, so Mythic has basically given tanks a free WoW trinket, and as you level you can train in a passive skill that decreases the CD.
On the bright side, there is no more TA in Tier 4, the only scenario that pops is Serpent's Passage really.
