I believe that it does. Is this using "states" to make one bar show a different bar's spells/macro's/etc? If so, yes it can. You can use the shift/alt/ctrl key to make a bar "page" to a different bar's assignments. You can also make that work on state based situations like "possession", etc. I don't have the link handy, but there is an active thread on Bartender4 over at the ace forums.
