In order for RAF triple xp to work you must be within 4 lvls of the other person. I advise finding another 70 and having them PL you through instances. I have a friend nice enough that lets me use his Arena 2 dec'd marks hunter to run though. I have 5 toons though so I have to swap one out every now and then.
I don't have a friend who would constantly run me through instances. Do you think running myself would be faster than questing with the RaF bonus? Questing is so boring : (
