Hot Bar setup for a Level 3: (Not sure when you get charge cause a RAF character is pretty much level 3 after the first freebie turn-ins.)

1 - The Big Button (follow, assist, etc.)
2 - Macro (/startattack) - NOTE: Do not use the icon from your attack book it will not work.
3 - Charge
4 - Heroic Strike
- - Macro (/wave) - (It's cool/funny and I like to be friendly in the newbie zone.)

Your first task is to modify the /wave macro to do dance if you hold down shift.
