The very first thing you should do when you hit 70 is go to Mechanaar and get the Totem of the Void on your shamans. After that, run whatever instances you need to get the rep to get your blue sets. Doing Mechanaar for Totem of the void gave me enough shatar rep that I could buy the rep piece when I was done. For CoT rep, I ran Durnhold. Very easy, Very short. Lower city was a little bit tricky, I ran Sethek Halls for my rep, and I wiped a few times on Talon King Ikiss, but once you get the hang of it, its fairly simple.
If you quested your way up, you should have enough rep with all the other factions.

Personally, I dont believe in PVP Trinket is very important on shamans. The order of items I went with are as follows

1. Totem of the Void
2. Merciless Gavel
3. s4 belt
4. s3 ring
5. s2 helm
6. s2 pants
7. s2 shoulders
8. s2 shield
9. s4 wrist
10.. s4 boots
11. s4 ring
12. s2 gloves
13. s4 chest.

The reason for the odd order on the s4 off set pieces is because of the rating req. It required me to have the arena rating and i needed a few pieces of s2 for survivability to get the rating. Also, I think the gavel is the most important and the very first piece of honor gear you should buy. It literally DOUBLES your spell damage at your gear level when you just hit 70. No other piece will do that for you,.
This is a decent route to follow.
