The main restrictions are the new account can only gift up to the same level they are. You can make 10 new toons level them all to 30 and have 14 levels per toon to gift but you would only be able to take any toon on the vet account to 30. The other restriction is it only is for the duration of the RAF program (90days).

Both the new account toon and the toon from the vet account needs to be in a group then right click the vet toon picture and you will have an option to gift levels to that toon.
Has anyone tried to invite a DK into their group while they are in the starting instance and gifting them from there? That would be interesting if it were possible or if you would have to wait for 57 when they exit.

and try to get your new character up to 99% of a level before dumping free levels on him, you keep your percentage of xp after being granted levels. so after you grant him up to 60 the first quest will get him to 61, it's like getting another level free.
Is this a bug or intended? I heard this before and it sounds like a great "trick" that may or may not be intended. I wonder if jumping up a level later on will reset the xp in it, though it would not be a whole LEVEL and just a few bubbles...
