I've asked a GM about this and you will not be able too grant the same Vet character 60 levels. Too get him "granted" to 60 you will need to manualy play him too 30. Doesn't matter if you level 2x60 or not.
that GM was wrong, i've leveled a few new alts to 60 granting them 40+ levels from two RAF accounts. you can grant levels from 1-60 if you don't feel like doing the first few levels yourself.
