Alot of wrong in there indeed.

The giftER can be over 60 and still grant levels. Only restrictions are : 90 days, and giftEE must be under 60, and under giftER level.
So YES, you can use your level 63 to gift another toon to level 60.9999

You do NOT lose the ability to gift levels after 60. I have used this with my first RAF group (level 64) to gift a couple levels to an alt (level 30)
This explains why one of my mages is 30 when the other is 27. The 30 is the toon i tested it on, using one of the shamies who is now 70. The mage 30 is on the veteran account

I haven't tested the summoning, but yes after 60 you can't be summoned anymore. possibly you can still summon a non-60 toon even if the summonER is past 60.

And again, yes you can summon a level < 60 (ie up to 59 incl) with a higher level as I said above I did it until my druid just dinged 60 at which point I couldn't anymore
