according to MS it is 4GB address space but only 3 GB Ram, to use MORE then 3 you must have a 64bit OS

http://msdn.microsoft.com/en-gb/library/aa366778.aspx
4 gigs is avaible to the os and 2 gigs "for each 32-bit process" that means each instance of wow can use up to 2 gigs of ram since wow only uses maybe at max 500 megs this is a non issue.

the 3 gig thing is for for programs compiled with the IMAGE_FILE_LARGE_ADDRESS_AWARE switch which allows one process to use up to 3 gigs of memory.

And if yeh got 4 gigs of ram and yeh don't see 4 gigs in windows its because its being used by something.
