    I use TaskAssign.. Set it and Forget it. By Ronco..

    It's super easy and yes works for vista 64bit. you select wow.exe and every time you use it (even different folders) it sets it to 15.
    This has helped me ALLOT

    yes, keyclone saves the cpu-affinity in the command definition. when you run your command, along with various account settings, keymaps, and maximizer region... it will also set the cpu affinity
