I've had no problems with RAF XP bonus and quest turn ins all the way to 60. but as someone speculated, if a character leveled and the quest turned gray it may have resulted in the RAf system seeing it as trivial. So the character now yet turned in would only get deminished XP. While I was questing I moved to a new zone when the mobs / quests stopped being yellow.
