There was a blue post, I think in the RAF FAQ, stating that they both get 300% unless there was a 4 level difference. I know originally it was any difference. But I also know for sure it got changed. My first pair on a trial were off because I forgot trail accounts stopped at 20. After I upgraded they both still got the full 300% for everything. I was actually hoping they would catch up and equalize.

So, you either found a bug or it changed again.
