OK, so if I'm understanding this right you wear warrior tanking plate and use a caster weapon? So the dps on it seems to be irrelevant, but does the speed matter?

Yup, tanking plate + caster weapon. You'd want a faster weapon so that any regen judgement you have on the mob will proc more often (seal of wisdom and light have a chance to give back mana and health respectivly when you hit the mob). In most cases, caster weapons are always below 2.00sec attack speed so aslong as you get a caster weapon you'd be good to go (daggers excluded).

Cause every time the pally is hit the mobs take holly damage.

I could be wrong but I don't think +spell dmg changes how much damage Retribution Aura does.

Basically you itemize similarly to a warrior, but you drop strength for spell damage. There aren't many randomly enchanted paladin tank items, but those that exist are "of the knight", and they are all blue's that require L66-69 so go with "of the Champion" for now. At L59 you don't need to worry about spell damage so much, just get the highest dps 1 hander you can with a fast weapon speed. How much Spell Damage you need is dependant on the content you are up against, and the level of DPS you are going with.

My estimate:

T4 Content: @200 spell damage
T5 Content: @325 +dam
T6 Content: @400 +dam

Probably meant block, in which case you are getting about 5% of your spell damage per block in reflected damage according to WowWiki: http://www.wowwiki.com/Holy_Shield
