Can't figure out how to grant characters levels with RAF EDIT: SOLVED

The FAQ is down on Bliz's site. I can't find any options for this in my account management or in game.

EDIT: Had to party them then have the one account right click the other's portrait.

Right Click from the RAF Toon party bar on a toon on your Vet account while in a group and there is an option to Grant a Level.
