Likely, 2 different GM's are going to get the 2 separate tickets and one of them will investigate and take the appropriate action regarding whatever was reported and the other one will spend their time investigating only to be like "Oh, GM Steve already banhammered this guy. I guesss I just wasted that 5 minutes of my time." That really just makes other tickets wait longer because that GM had to screw around looking into your extra report. You're totally within your rights (and I highly doubt that you would ever get in trouble) to report the guy multiple times, but it's kind of a waste of time for all involved - and you're making other people with other issues wait longer.
    I completely understand that, it's just that I read somewhere on the forums where a GM said the opposite.

    I imagine that's because it's their job to be answering petitions and they would probably pull a wee bit of boss aggro for telling players not to put petitions in.
