Magistrate Barthilas dropps it on the Undead side, i haven't been in Strath for months but i think you have to go inside the living side, turn right? and go through a gate, the gate will then close i think, and you are inside the Undead side, Magistrate Barthilas is at the very end of the instance, just before Ramstein the Gorger and Baron.
He is at spot 13 on the above map. It also allows you to open the gate to go into entrance B. The SM Scarlett key opens the door to the bosses on live side.
