by design, the Frost Shock generates more aggro than other shocks. I believe it even says so in the spell description.

I leveled up my pal + 4 ele sham group from level 10+ all together (no boosting) and I never ended up respeccing one as Resto, 4x lesser healing wave is very effcient, quick and has been plenty to keep my tank alive through normal and heroic instances FWIW.

At this point in a mix of S2 and badge gear I am starting to 4box the easier heroics (want trinketses for the sham, left the paladin out just to spice things up), again no resto spec

I'd like to do a 5xshackadin group. You'd have ebough burst to drop someone in 5v5 and with bubble immunity, but I just don't have the patience to level any more paladin... You'd be near unkillable though.
