you say your fps is not a problem in either window... what is it set to? what are you achieving in each?

if you don't restrict the fps in your wows, they will eat all the cpu and leave nothing for the OS

try reducing your fps to 12/50 and see if that helps
Not sure how to limit the FPS, my games run at 60 FPS solo client and 30-40 dual client, and even right now all my cores after setting the affinities always run at a 30-40% load so they're not being tolled much.

As I been playing since my original post it's been on and off (sometimes the one wow running at 1k+ plus, and it will do things like the infinitude cast you get when you're about to DC, however it always comes back usally many seconds later), the the main window has not yet a single latency issue yet.

Here's a screenshot of the lag that I get and stays for awhile along with my task manager, the system isn't under any stress, if both versions lagged I would understand but it seems weird that only one does, and very badly so.
