I'm a little confused....

If I have an account with a level 70 on it....and I refer a friend (myself) that signs up and links to the account with the 70, that second account gets 3x the normal XP?

Also, if my first account has a toon and every two levels that toon gets, I get a free level for another toon on the second account?
