This is not exactly accurate.
32 bit windows OS's can address exactly 4GB of memory space. EVERY DEVICE takes from that. Sound card, bios, ata controller, sata controller, usb controller, etc etc etc.
On average you will end up with 3.2-3.4gb of ram addressable. Video memory has to be addressed as well, so stacking two 1gb cards into a 32bit system would have a negative impact as discussed here.
