Yes, you have to wait until tomorrow, or use another credit card. They might be able to override it over the phone however, so definately give that a shot.
And ofcourse, billing europe queue is down, due high activity.
This is the same problem I had the other day, they will only allow you to use the same card on up to 3 (sometimes 2) payments over accounts (This is exclusive of monthly account fees).
I waited the 24 hours period twice and it didn't fix it, merging to battle.net and using a different IP also didn't help.
In the end I had to phone the billing line constantly for several hours until I got through (I imagine it'll be bad at the moment due to this new feature). When you speak to them on the phone say:
"I have been trying to transfer x characters on x accounts and my card has been locked due to over use. Please can you unlock my card so I can move my other x characters."
They will ask you to confirm some details, the credit card you used - Which characters have been transferred etc. Then they will confirm it has been locked and unlock it for you. They are very friendly and helpful.
Does this mean you're leaving me? :(
Note. I also tried the emailing route... hoping it might get it resolved as I couldn't initially get through on the phone. I got the reply to my email yesterday (a good couple of weeks later). So unless you're happy waiting, the telephone is your best bet.
Good thing out of this is I can roll horde chars on my ally accounts on pvp servers, not that I like horde though.
After 40 mins of queue i got trough, (that robot said estimated was 10..) But the woman on the other line was very helpfull.
Alltho she needed to ask me lots of weird questions, like what my mom's name is, she said it would be fixed withwin days, due to LOTS of people having the same problem. Funny thing was she asked me the exact same questions, for each accounts.
Was like, OK lets ask the questions for your next account.
Again, what is your mothers name?

And yes monkofdoom, I'm leaving you. You should transfer to, more multiboxers on Horde side, i can only imagine how awsome it would be if we all went naxx25 once. :rolleyes:

I'd love to move with you but having just spent the money moving here, and with most of my friends playing Alliance there too, it's not going to be an option for a while. But who knows what the future will bring :)

So, yesterday I was able to transfer my paladin, but when i tried with the last Shaman, i only got 'There was a problem with payment'
I got cash on the card ofc, and then i tried once more - and got the lockout. I'v now waited 24 hours, when i tried i still got the error, payment problem. Do i really have to call billing again tomorrow? : /
