No. The target of the free levels must be
lower level than the source. If you level up to 14, you can give 7 levels to a character up to level 13. Once they hit 14 they are no longer eligible for free levels (till you level up.)
So, the Account #1 lowbie will be the one who gains Level-Up Gifts?
I thought it was the whole Account #1, any character in there.

also: "As listed, there's one caveat to the gifted levels: The (trial) character cannot grant a level to a (veteran) character
equal to or higher than their own level. In order for your level 51 (n) shaman to receive a free level, the trial character must be at least 52 (n + 1). Provided levels cease at 60"
