Go take a look at the various websites (e.g. MMO-Champion) posting pictures of the new Hallow's End masks, which feature, ostensibly, both female/male variations of the worgen and goblin races. While I'm an individual who typically remains incredulous until something is proven otherwise, I'm still interested in the predictions some people/websites have made regarding the possibility that these two races will become playable in the upcoming expansion.
I'm also of the opinion that the worgen and goblins are going to start as neutral races in a phased starter zone (or zones) specifically designed for them, in which at some point during their early leveling phases you'll be forced to choose a permanent faction. As far as lore is concerned (and I'm unabashedly an avid reader of WoW's lore, no matter how incongruous most of it may be), it would make far more sense since both races possess no overt ties to other races other than some rather ambiguous, somewhat trivial references which were made (e.g. Sentinel Velinde Starsong and the Scythe of Elune). I'm aware that the goblins briefly allied themselves with the Horde; however, considering that their greed is their predominate concern, it will be interesting to see how Blizzard intends to implement them as a race, which is why I'm of the opinion that they will represent a specific segment of their race which has, for whatever reason, broken its ties with the Undermine. (This would explain why they would initially be neutral, even if it was only for the first few levels, sort of like the Death Knight starting quests.) Overall, however, in the case of the worgen, this could prove to be an excellent chance to expand upon a race that seriously lacks any intricate lore behind it.
(Also, before anyone says it, I'm aware that some places are speculating that the worgen will be an Alliance race and the goblins a Horde race, but I just can't agree with that sentiment, although, as evidenced by Blizzard's love for retconning/butchering the existing lore, anything is possible. And, of course, this is all SPECULATION, so don't assume I'm purporting that any of this will in fact transpire -- I'm just saying that if these races do in fact become a part of the next expansion, this is how I think they will be implemented. And since Blizzard recently announced the "faction change" service, I suppose some of this might make sense.)
EDIT: And, yeah, the worgen pet nerf does seem to support the notion that the worgen will be a playable race, but until we have official confirmation of this (most likely during BlizzCon), I'm assuming nothing.
