I think this has less to do with inherent safety of the two vehicles rather than the fact that up until late 2008, many more stupid people were making enough money to afford ATVs. And really, ATVs are much more accessible to people without the ability to balance a motorcycle, which extrapolates to generally clumsy people. Ergo... ;)
