If they don't nerf totem of wrath stacking then they will shortly after release, because bringing 4 elemental shaman to every raid should not be a necessity and they know that

Maybe only certain totems will affect a raid and others won't? They should realise the power of ToW by now.

Hex: Transforms the enemy into a random critter, reducing the target’s movement speed by 75%. While moving, the hexed target cannot attack or cast spells. Only one target can be hexed at a time. Only works on Humanoids and Beasts.
Range: 20 yard
Duration: 8 second duration
Cooldown: 1 minute
Note: does not break when Hex target is damaged, i.e. able to beat on things without them being able to beat back
Note: magic effect, can be dispelled, cleansed, w/e
Note: doesn’t heal the target like Polymorph
Note: there doesn’t seem to be a debuff after being hexed, so I would think a few shaman could chain-hex a target for a good amount of time while damaging it with some mechanism for diminishing returns to increase resistance to Hex
Note: the cooldown is not really giving Shaman an effective CC as Polymorph lasts a good 45 sec and can be recast without a 1 min cooldown
I think they're trying to address the "no CC" issue that many shaman complain about, without making it a 'true' CC. It will be effective in PvE and mildly effective in PvP, since it is dispellable and will probably be subject to diminishing returns.
As for totems affecting raids, I expect that they will limit the stacking abilities of nearly every totem, particularly Totem of Wrath. Even just two elemental shaman on a raid would mean an additional 6% to spell crit and 6% to spell hit for everyone, and that's not all that minor, IMO. They may allow healing stream to continue to stack, though. I cannot imagine people bringing extra shaman to a raid to stack it. I'm interested in how they'll handle Tremor Totem, though. Being able to protect every member of a raid from fear, charm, and sleep effects with a single totem? Having that kind of power stack? I can't see it happening.
