Yeah... it's just random. If it's a 10% drop, it doesn't mean that if you run it 10 times, you'll get one either.
It just means that the average drop is 10% based on 10000000 drops.
Keep going at it...it'll eventually drop.

for what its worth (not much!) I have had long strings of the same loot dropping off every boss in an instance 5-6 times in a row with back to back resets... then having the entire loot table for all bosses be different on the next run if I re-arrange my party leader and who enters first...
I tend to chalk that up to placebo effect + random number generator that takes a seed based on some combo of group/names/classes etc.
Without looking at the code I doubt we'll ever really know but more than likely what you are experiencing is a case of Poisson clumping. Check this book out for an interesting read on this kind of stuff. http://probability.ca/sbl/Quote:
