I've never tried this instance without a tank type.
I found close to 60th, this required a lot of fire resistance gear.
With the gear, it was fairly easy with either pally aura or shaman totem.
Without the gear, it was not doable.
Towards 70th, I didn't need any form of resist gear to run this with ease.
Was farming the rings with armor and resilience on my feral druid solo.
That was before boxing.
Heroics required the resist gear again, but with a half decent group.
And a few piece of resist gear, this was a pretty easy fight.
So common theme here..
Resist gear is huge for this, if you're doing it at an appropriate level.
If you can get barely in range of the dragon.
And nuke him in the air, without aggroing the guards.
That would make it a lot easier too.
The rider is no big deal.
It's the fire that sucks.

W00T I did it!!
I just stopped on the ramp leading down and nucked him there as he passed. Took three passes of him to get him down to 1 health....I killed the guards, then the guy that jumps off the dragon.....then all it took was a single lightning bolt to finish him!
So that's my first instance 5 manned by me at an appropriate level :)

Grats! :) Shammy groups really cheese that encounter if you stagger your grounding totems as no fireball ever hits.

Glad you discovered the cheese technique, I haven't read the forum for a couple days, but was in there last week with my pally and shammy team.
And I do it just like you do, I stand on the bridge before the final two orc mobs that trigger the encounter and nuke the dragon in the air. Once I get him down to 1 or near I engage, wipe the trash, destroy the rider, and sneeze on the dragon and he dies.
