Actually, no it doesn't. I tested it out last night by taking a toon up to 98% of level one and then granting 2 levels. Ater granting the levels, my second toon was now 98% into level 3, roughly 1 mob kill away from dinging.

Correct. I suggest anyone with RaF save a level to grant so that they can level their RaF to 60.1 and their Vet to 59.9 and grant the Vet to 60.9.
