It's battle.net wide.
If you want to avoid the dailies for reputation grind the best bet is to figure out which toon already has the most Draenor reputations and buy Medallion of the Legion (http://www.wowhead.com/item=128315/m...-of-the-legion). Unfortunately the Medallions are not Battle.net bound.
The treasures are annoying but easy to get the 200 without doing all the super annoying ones in Nagrand.
