Forum time zone setting doesn't save

This isn't a big deal, but when I change the time zone setting in forum options, it doesn't save.

I don't know if it affects everyone, or only a select number of users, but it's a bug that's been around for a long time.

my time is set to UK and it seems to save been it it forever
