So these things are confusing... :)
You cant make cloth for your tailor cause is BOP...you can't make steel for your smith cause its BOP...wtf?
Anyone point in the right direction to better understand these garrisons and how to use them across several toons? Perhaps something on making money with them?

The idea behind selecting profession buildings that you don't have on your character, is that you can still craft a subset of what that profession offers. So while you can't send your cloth to your tailor for example, you can still use it to craft tailoring items at that profession building itself. I suggest reading this Guide to Small Garrison Buildings from Wowhead and particularly paying attention to the "Crafting without..." sections to see what you're able to do with them if you don't have the profession itself.
As for making money, I can't quite complain with five level 3 barns that allow me to trap animals in Nagrand and convert them into leather, fur and savage bloods, which then in turn get used to craft items (bags and epic upgrade tokens) to sell at the auction house. A while ago a change was implemented to make the trapping easier. What this means is, any party member with a level 3 barn that's within range of an animal being trapped, will get a caged animal. So for a multiboxing team of five, trapping a single animal means you get five instead (one per character). Respawn rates have also increased, so spending an hour in Nagrand means stocking up for five characters for 10-14 days (work orders take 4 hours to process, so catching 6 animals means you'll have a day of work orders). I use the savage bloods for leatherworking, tailoring or blacksmithing upgrade tokens, whichever has a decent price at the AH at the time.
I'm also happily enjoying my enchanters and having alts disenchant their BoP blues at small profession buildings, which yields quite an amount of dust. I use those to make enchanting scrolls and sell those at the auction house as well.

So from that I take it that if your using your primary toons, one building for each primary profession to speed things up, a level 2 scribe for cards, lv 3 barn is pretty standard.
If your making a new team, then tailoring for bags and either another crating profession like blacksmith or leatherworker for the BOE's....scribe is the market is still holding.

That sounds like a decent setup, provided indeed as you've stated yourself, the market supports it on your realm. Also make sure the level 3 barns have a level 100 follower working there with the skinner trait, you can go pick one up easily over here - this will increase the yield of fur and leather as well as savage bloods (the latter is a 6.1 change).
When it comes to enchanting, keep in mind that an enchanter gets a higher yield than a non-enchanter does when disenchanting items. Though with that said, I personally tend to disenchant any blues on non-enchanters that aren't weapons as the dusts tend to be worth more than the vendor price of the items. For weapons it's usually a toss-up, although enchanting scrolls can go for more gold than the materials to make them actually cost, in which case it's still a good idea to disenchant them.
Last but not least: it's also worth taking into account how much effort you're willing to put into it and how much enjoyment you might get out of the various methods of acquiring trade goods. Personally I find dusts, leather, fur and savage blood easy to obtain, it's not a lot of work. It's something I prefer over running multiple herb gardens every day, so personally I wouldn't want to have to keep an array of scribe's quarters going 24/7. Not because it's not profitable, but because I'd burn out on it (faster). It's good to keep the f-word in mind: fun. ;)

To my knowledge, double-trapping is no longer possible since the aforementioned hotfix, so splitting your team up in two parties where each places a trap underneath the same animal wouldn't work either.
Yes, I can confirm, you can be in raid but only group with tap will get cages.
