Back when I was on Time-Warner cable *shudder* I fought with that kind of thing, plus frequent disconnects. I had better luck on freaking ISDN than I did on cable. In my investigations for that, what I ended up doing was running a ping test constantly to either my DNS or someplace like google or microsoft. Eventually discovered that when I was getting punted offline and game pings were high, I was getting a lot of packet loss.
Basically, what I did to confirm stability of the connection was:
* Ping test to the local gateway
* Ping test to the DNS server(s)
* Ping test to google/game server
When I showed 'em that pings were failing to the gateway (which is the device your modem directly connects to), that was enough to convince them to come out and replace some equipment which largely fixed the problem.
My issues (and I would bet yours as well) had nothing to do with speed and everything to do with packet loss.
