SWTOR Error Messages - How do you turn them off?

I'm using a spam key and when skills are not available, it flashes that error message across the screen. I seem unable to locate any the setting that turns those off. Any one know what I need to do to stop those messages?

I have been using spam keys since the game started, and to date have not found a way to suppress them.
There are no settings in the option that enable or disable them.
