The major benefit of the starter pack is the Prototype Cerebral Accelerator, which improves the time it takes to train skills, and gives other bonuses as well. Considering the normal activation fee is $5, this is a fantastic deal. I don't know if it can be used with the buddy program though. With this, I believe you also get a free month of game time. TLDR: Its a pretty damn good deal if you ask me.
It can't be used with the buddy system - well, you can ue the buddy invite, you just won't get the PLEX/sub reward - you have to purchase a retail box to get the referral reward.
