Jamba Item-Use not working on 1/3 toons.

I am having a problem on my new DK team, on 1 of the 3 Item-use will not work no matter what settings I change or push. When I swap items it will switch on 2/3 but not the master(All settings are the same and pushed) and even when I have thekeys bound it will not work. I have 1-9 num pad set as my 9 items but when press any button on the num pad it wont recognize it on the master. I thought it was just my main account that was bugging but my 3 shaman team works just fine.

Has anyone had this problem or does anyone know how to fix it?
