Hotfix to dungeon quest XP. Disregard.
It looks like it might be part of this hotfix they just released:
We are applying a hotfix today to all level 1-60 dungeon quests for Kalimdor and Eastern Kingdoms dungeons which will significantly reduce the amount of experience they award.
While dungeons should remain integral to our evolving storylines, and great places to collect gear in cooperative environments, we need to make sure each player’s questing progress remains relevant as dungeon quests are completed. In many cases we’re seeing players enter dungeons to complete quests, only to come out ahead of the leveling curve for the zones they’re in.
This change should allow players the opportunity to reap the benefits of running dungeons, while not outpacing the leveling flow from levels 1-60. At this time there are no plans for making any adjustments to dungeon quest experience for Outland, Northrend, and level 80+ Cataclysm dungeons.

Soooo...there's now basically zero point to stepping foot into a dungeon aside from rep, assuming you even GET any rep from 1-60. Been a long time since I set foot in a sub-70ish dungeon.
My 2% use for dungeons is:
Just running a new space goat shaman team - using the darnassus tabard to get night elf rep while running dungeons so I can get my team some tigers to ride. Plus its fun to do dungeons with 5 shamans at level!
To be honest, I'm not noticing much change in xp doing RAF boosting instances; the quest rewards were nice over the past week, but I'm not experiencing all this talk of nerfing. If anything, makes it quicker as there are less mobs to mow down.
might be they are OK with questing in dungeons but want to discourage people from running them multiple times.
