I've only seen in really old posts from the wow forums that it won't be available from day1 of Cata. No details about if unlocked by level or any other way.
Do you have any info to confirm/deny this?

it should just be a pay 250g on opening day and off you fly. In SW there will be a trainer next to the flightmaster .
But I guess it will be the same for all old cities
