FPS Stuttering On Alt Windows

Sometime in the past few weeks I've developed a stuttering problem with my framerate on my alternate windows. The main screen with the higher graphical settings runs smooth at 40 to 60 fps but when i hotswap to one of my alt windows it's like a frame show for 2 or 3 seconds then normal for a couple seconds. it goes from 60 fps to 20 fps every 2 seconds or so. Anyone have any ideas on what I messed up or if anything has changed?

I have tried fps limits of 60 foreground and 20 min for background windows set in isboxer. Even in arena when it's just 10 people it's so bad i can't hotswap to a different screen. They run fine if I stay on my main (even when he's died), but pulling up one of the alt windows is chop city.

hmm... doesnt' seem to be happening today, guess a couple reboots fixed it.
